Description:
Performs complex financial and economic analyses, Ability to think critically, question data and assumptions, identify patterns and discrepancies. Basic knowledge of public data sets such as those prepared by the US Census Bureau, US Bureau of Labor, and Oregon Employment Department and private data sets such as Hoovers, ESRI business analyst and CoStar. Excellent internet research skills to locate best practice research and white papers. Advanced proficiency In Excel Including pivot tables and charts. Basic understanding of Access or other database software, Good understanding of economic development metrics. Ability to easily synthesize complex Information and restate in terms that are understandable to the lay person. Contributes to the development of various metrics reports.
Develops and manages detailed workplans to accomplish goals. Solid understanding of project management techniques including design of GANTT charts or proficiency In MS- Project. Excellent organizational skills. Works on complex assignments Involving international business which may require a high degree of confidentiality. Provides project management support cluster focused global business development trips and trade shows.
Participates as a member of the B&l cluster teams as needed. Coordinates and prepares materials for regional retention and recruitment projects.
Defines scope of work for professional consultants and partner agencies.
Prepares requests for proposals/qualifications, collaborates with internal partners to select and finalize agreements with contractors and consultants, , manages those contracts and consultant work, reviews project Invoices for accuracy and approves payments. Assists In negotiation of legal agreements and in obtaining approvals.
Collects information, data and analysis and presents information in a user-friendly format. Prepares and distributes weekly hot sheet to UDD and Mayors office. Works with B&l team members to update and maintains cluster and Division marketing material and collateral including cluster profiles, films, websites and social networking resources (Twitter, FaceBook, etc.), with input from industry stakeholders.

Requirements:
Knowledge of public data sets such as US Census Bureau, US Bureau of Labor, and Oregon Employment Department, and private data sets such as Hoovers, ESRI Business analyst and CoStar. Proficiency In computer applications such as word processing and spreadsheets is essential. Ability to organize, analyze, simplify and report complex data and information.
Capable of Interacting effectively with staff, state and local elected officials, the development community, the public and or building consensus among all stakeholders. Must have excellent telephone skills; demonstrates customer service skills. Demonstrates mid- level to expert level MS-office skills including Outlook. Skills with Access, Visio are highly desired. Excellent organizational skills and project management techniques.
Bachelor's or Master’s degree in planning, economics, business, finance or related field. With Bachelor's degree, minimum of six (6) years experience In clusters, business management, planning, marketing or related field.
With Masters degree, minimum of four (4) years overall experience in clusters, business management, planning, marketing or related field.
